The radeon driver does not need a config file file
True, you will get USA defaults but get a picture first, fix other thinks later.
Meanwhle, rename your xorg.conf so its not found.

can be caused by several things, or a combination of them all
You need to select

  [*]   Enable modesetting on radeon by default - NEW DRIVER (NEW)

Both [M] and [*] work but built in is slightly harder as you need to include the firmware for your card in the kernel too.
If you use [M], the driver loads later but the firmware will need to be in /lib/firmware.

all Frameburrer hardware drivers must be off, as the kernel DRM driver gives you a framebuffer anyway.

Check and fix your kernel. Don't forget to reboot into your new kernel.

Its worth checking you are running the kernel you think you are.
