So, if you're the Obama Administration and you want to violate the Constitution, how do you do it? Easy. You just pay a contractor to do it, and then agree not to prosecute THEM for breaking the law. Apparently this is not the same thing as breaking the law yourself. Must be nice to be a Constitutional Law Professor.
