Does anyone know if there's a pdf or single-page HTML version of the Gentoo Development
Guide around anywhere? I need to read it offline.

Try to clone the repository (https://github.com/gentoo/devmanual.gentoo.org) and build it locally.

The very first link points to a page that details this; but granted, if you don't plan on contributing you wouldn't look there. There indeed should be some way to get an extract for offline reading; though, internet is becoming more and more prominent towards the future. It would need a cronjob to stay up to date; but then the next question is, is it worth running the cronjob for that one or two occasions someone takes the devmanual along on vacation? Maybe, maybe not; I think the link works as is, though maybe some rewording could be possible...
