hi,
Some packages marked 9999 only compile if they connect each time with the sources. But in the case that I already downloaded and want to re-emerge how to tell portage to use the stuff already downloaded and no to fetch each time an option is changed?

You would have to change the ebuild in order to get that working.
by default -9999 ebuilds (or live ebuilds) connect to the upstream vcs tree and sync before emerging. (it'll only download the difference between the last download, and not the entire source tree again).
It may be possible to force a specific revision, but that would require a slightly changed ebuild.
