Moreover: You don't have to send back the item you find "not as described"? I can hardly believe that. If the buyer doesn't want it anymore because the white iPhone 5 turns out to be a black SIII, that might be understandable. But then he's gotta return it and not keep it AND get the money back.

Or buying for that matter, you aren't protected as well as your CC protects you by default and they don't give a crap when somebody is committing "obvious" fraud. Plenty of stories about sellers and buyers being let down.

Simple solution: if you are unhappy with a particular service, never use it again. There are plenty of other options out there.

Selling? Never even thought of that, because I had a bad experience with a particular watch I bought off eBay. Although not necessarily eBay's fault (at-least not directly), the manufacturer of that said watch had deteriorated quality.

Nevertheless it's still a critique of eBay. Had I seen the item first-hand, I wouldn't have bought it. Compare that to my experience buying from Amazon, where the watch shipped all the way from CA, and I got the product in 5 days. The same time it took the seller to send me the item from India.

I haven't had any serious troubles selling and buying on ebay, except some minor problems with stupid buyers but those are not even worth mentioning more the kind of every day life experience when you become aware of the fact that there are really some stupid people around.

As a seller you have to be aware that ebay takes 9% of the deal. I think that's a lot. It really hurts when you sold something expensive. PayPal takes its share as well which can turn out as very high as well. I payed 15 Euro for an item I sold to Japan last month and that hurts. Ebay and PayPal sucked up 35 Euro of that deal. Way too much in my opinion.

It seems that, once this guy's story gained a lot of visibility, both PayPal and EBay followed up to resolve the systemic problem.

This really isn't so much an issue with Paypal, as it is the merchant agreement for credit cards. The problem is the merchant agreements are geared toward higher volume: even with "easy" chargebacks, the increase sales volume from taking credit cards makes up for it. However when you're only selling a very few items, this becomes a big deal.

However you may still be able to take direct action against the buyer via small claims court (though probably not financially worth it in this case).
