I am trying to install kdebase-meta and the USE flags dont seem to be set correctly. I tried to put package specific USE flags in package.use but Im not quite sure of the syntax...
Help would be appreciated,

# emerge -v kdebase-meta

1) you may be using the wrong profile. The KDE profile should allow this to work. If you are on the profile you want...
2) echo "kde-base/kwin gles opengl" >> /etc/portage/package.use to correct the use flags.
