Is it ok to empty /var/tmp/portage?
Disk space is more of a problem than connection speed, so unless there's some other reason than having to download stuff again, I'll remove it.

Yes, you can remove it. You can also remove /usr/portage/distfiles/ as well to save even more disk space.
BTW, this question has been asked and answered several times in the archives.

I actually looked in the archives and found a load of references to /usr/portage, but couldn't find anything on /var/tmp/portage.
Oh well, maybe I didn't specify a good query.
