Is there somebody who set up gentoo locales and input from the ground up?

http://en.gentoo-wiki.com/wiki/IBus - wiki is very small.
http://wiki.gentoo.org/wiki/IBus - this is even tinier
And in the other internet they recommend with gnome or kde - a couple of clicks without fully understanding all the configs.
