I haven't opened Chromium on my Gentoo for about a month, and now I see only blank screen instead of sites and start screen in Chromium (21.0.1180.57). I've upgraded gcc about a month ago (and I don't remember if I opened Chromium since that moment), so, I tried to rebuild Chromium, but it didn't help. Any suggestions?

Just did some searching, I may be of no use :D

The only thing I can find regarding all blank screens in chromium could be related to mount options of /dev/shm
Code:
mount -l | grep shm

You should at least have (rw,nosuid,nodev,noexec) If those aren't present you might need to modify your fstab.
*Edit: If the above is the issue, it's really the 'rw' that would be important because Chromium might be trying to write there.

If that's not the issue, you could also try launching chromium from a terminal to see if it gives any specific errors on the console.

Mount options are good.

Launching from terminal says:

(Function isn't implemented)

Also I've found this: http://forums.gentoo.org/viewtopic-t-917354-start-0.html, but there's no exact solution.

grep -E 'CONFIG_SYSVIPC|CONFIG_SHMEM' /usr/src/linux/.config

I think you need both of those in your kernel, are they set?

At the very least I think the first one is required General Setup > System V IPC
