No, it shouldn't. This is why, at least in the U.S., organized religions run separate charity organizations. There are dozens of respected charity organizations run by organized religions that do good all over the world.
Even without them, the private donations of Americans to charities helping to feed, house, provide medical care, and educate the poor all over the world literally dwarf all forms of giving (government aid plus private giving) of European countries. _________________ Oldthinkers unbellyfeel INGSOC.

This is an overview of one church's Humanitarian services.
