I know there was issues with other apps and upgrading expat, but the apache one has me totally baffled. there are libexpat.so libraries on the system but that one libexpat.la is nowhere to be found. I'm guessing I'm just missing something stupid.

This solution doesn't work for me.

If I emerge expat libtool warning me with libtool: install: warning: `libexpat.la' has not been installed in `/usr/lib' and I don't know why?

Most likely you don't. revdep-rebuild should be enough.

Any files in (/usr/local/lib/ | /usr/local/include | /usr/local/bin) are simply you asking for trouble.

I'd say if you have files in /usr/local then you should know why they are there. I use /usr/local myself and I find it's a convenient way to test bleeding edge software since its on path before /usr.
