The problem has been fixed without a revision bump.
Thats ok as you cannot possibly have installed what was in the tree before unless you were prepared to take a risk or do sufficent investinagtion to determine what the problem was and fix it for yourself.
If you blindly bypass the security checks you get what you get.

Exactly. Something has changed without a revision bump so portage won't know.
It went from being broken to working.
