Is it okay to have virtual packages in the world file? I'm not sure why it's in there, but it seems wrong.

The world file should contain the packages you installed. If you don't remember recognize a package there, you can delete it (most likely you emerged something for an update but didn't use the -1 option), and then run "emerge -a --depclean" to remove anything not needed.
