Is gtk-doc a new hard dependency of gtk+3.4.1?

I have gtk-doc scheduled for emerge as a dependency of gtk+3.4.1. I would prefer to continue to avoid gtk-doc and its dependencies via USE="-doc". Is gtk-doc known to be a new hard dependency of gtk-3.4.1?

[ebuild  N     ] dev-util/gtk-doc-1.18-r1  USE="highlight -debug -doc -emacs -test -vim"
[ebuild     U  ] x11-libs/gtk+-3.4.1 [3.4.0]

If there's gtk+ would build and work without gtk-doc, I would file a bug.
