After updating package "sys-apps/pciutils-3.2.0" I got this message :
* The 'network-cron' USE flag is gone; if you want a more up-to-date
* pci.ids file, you should use sys-apps/hwids-99999999 (live ebuild).
I searched on the net but it's not clear for me. What I have to do? Adding "sys-apps/hwids-99999999" in "/etc/portage/package.use" ?

so if I understand well, your first instruction tell Gentoo to unmask the sys-apps/hwids-99999999 package.
The second instruction tell gentoo that the package is always visible.

So now I realize that the original message is an instruction to use an another branch of the package if needed. My previous version was certainly < 3.1.10 I guess, and supported a "network-cron" use flag.

Ouch, a decoder is need The message should be more clear. This is particularly confusing as there was no "network-cron" use flag in my "/etc/portage/package.use".

Double Asterisks are used because live packages(9999) are never keyworded, and packages that have no keywords are masked by default. Keeps people that don't know what they are doing from doing damage, much like the quote states.
Re: Message< 3.1.10 had network cron >3.1.10 had it removed, but in case you want bleeding edge pcid's, you'll get them:
