Gentoo.org (as well as the rsync rotation) was offline earlier. According to kollapse in #gentoo-chat on IRC, he disconnected the cable by tripping over it. It seems that the server is physically located in his mother's basement and it is there for economic reasons.

Why is Gentoo.org hosted there when I am sure that there are plenty of organizations that would be willing to host it in a data center for free?

It is somewhat odd that it came back when he said he reconnected it right after ediz_21 asked him to reconnect the cable. It was very good timing on their part. :/

Are you sure you weren't testing from inside said basement where the cable was?

The rsync rotation and website are in radically different places.
The main mebsite is hosted out of Manchester, UK, while the main rsync rotation comes from one of the following:
Corvallis, Oregon, US
Indianapolis, Indiana, US (3 nodes)
San Jose, California, US
Maidenhead, England
Nuernberg, Germany
