Just experienced the same issue and want to share the solution if someone still needs it. I have enabled frei0r and x265 USE flags adding the following lines to /etc/portage/package.use/kdenlive file:
media-video/ffmpeg frei0r x265
media-libs/mlt frei0r

Then re-emerged the world:
emerge --ask --changed-use --deep @world

The error has gone.

Hi,

I have quite serious problem with kdenlive, not sure if related to gentoo or to kdenlive.

The problem is: Cannot run [Settings] >> [Run Config Wizard]

The problem is strange - wizard is complaining^^ about missing codecs, but I have those codecs in the system:
Code:
*  media-libs/libvpx
      Latest version available: 1.7.0
      Latest version installed: 1.7.0


This wizard starts automaticly when kdenlive is installed for the first time, so it impossible to use kdnlive. You could use it after that, to reconfigure kdenlive. For luck, Gentoo is rolling on distribution, so once installed I could use it. But when I removed kdenlive (and all config files), and install again, I cannot start it again (as I have wizard error).

Could you start wizard on your system?
[Settings] >> [Run Config Wizard]

When I last used kdenlive in February I was able to use the "speed" feature under the motion effects.
Now all I can find under motion is "freeze."

Can anyone help me to use "speed" again?

Here are some details of my installation:

(1) kde-apps/kdenlive
Available versions: (5) 19.04.3^t{tbz2} ~19.08.2{tbz2}
{debug freesound gles2 +handbook semantic-desktop share test v4l}
Installed versions: 19.04.3(5)^t{tbz2}(04:33:06 PM 2019-10-15)(handbook v4l -debug -freesound -gles2 -semantic-desktop -share -test

(2) media-libs/mlt
Available versions: 6.16.0-r1{tbz2} 6.16.0-r2{tbz2} {compressed-lumas debug ffmpeg fftw frei0r gtk jack kdenlive libav libsamplerate lua melt opencv opengl python qt5 rtaudio ruby sdl vdpau vidstab xine xml CPU_FLAGS_X86="mmx sse sse2" KERNEL="linux" PYTHON_SINGLE_TARGET="python2_7 python3_6 python3_7" PYTHON_TARGETS="python2_7 python3_6 python3_7"}

Right click on clip and 'Change Speed' - is that what you need?
