LOL, rookie mistake on my part.
Aparently it's easy to activate extensions when you use the gnome-tweak-tool and simply turn on the weather extension. Then when you set all the settings, there's no errors, and voila! Weather extension!

Looks like the last time these ebuilds were updated was on October 9, 2011. I just tried to emerge these gnome shell extensions by emerging;
