I'm running nm-applet (Gtk 3.2) under Xfce4. The buttons for editing connections are grayed out. When attempting to create a new connection, all widgets in that window are disabled.

Ideas?

sounds like policy kit permission problems. Adding yourself to the networkmanager group could work IIRC, check the respective polkit files

Execute this and then start nm-connection-editor (this is the same application started by edit connections from nm-applet):

/usr/libexec/polkit-gnome-authentication-agent-1

If you don't have this file, then you need to install polkit-gnome. If xfce can autostart applications from /etc/xdg/autostart, then make sure it autostarts /etc/xdg/autostart/polkit-gnome-authentication-agent-1.desktop

Wow. This is new. It looks like the polkit agent is already running. Must be some new evilness in polkit. Only advice I can give is: ensure that consolekit and polkit are properly set up. And then wish that the polkit gods are feeling benevolent today.
