question: can I sign a pdf with a secure signature without using acrobat reader?

Internal or attached? For the latter, gpg will do. For internal, I found http://portablesigner.sourceforge.net/ (java) which claims to do it, didn't try it, though.

Edit, google came also up with http://itextpdf.com/ (java or C#)

and not just *sign* but sign it with a secure, approved signature that will hold up when the pdf is uploaded to a govermental server?

well, in Germany if you compete for a governmental contract you have to upload a pdf that has been signed with a secure digital signature.

This is easy with acrobat and the jsign plugin.

If the signature does not hold up, you automatically fail and the contract will be assigned to somebody else, no matter how good your bid was.

I was curious about it and found this link with different programs that allow signing pdf documents.
