When I was coming to Gentoo from Debian, I missed 'dpkg -S', and discovering 'qpkg -f' was a happy moment for me. I have since seen many other newcomers to Gentoo hunger for a lot of the functionality of the programs in gentoolkit. Perhaps having it in the packages list of the default profile and documenting it more aggressively will allow people to help themselves more readily. Definitly! Many n00bs ask about depencies, what's installed, etc.
etc-update is a every-day tool, qpkg and epm are very welcome at least for everyone to learn more about the system, administrating later on

I had no idea what gentoolkit was until I asked someone about the portage warnings of "X Config files need to be updated"
gentoolkit should be a part of the base install, not just a recommendation in the install guide. |

I'm all for it!
Since I discovered this package I wonder why it isn't part of the base system. etc-update makes live a whole lot easier, so does qpkg. |

Gentoolkit is designed to let new, untested scripts gradually make their way into portage. The requirements for getting a script into gentoolkit are very low. The scripts that prove themselves to be useful, robust and reliable eventually make their way into portage itself. (at least, that's the idea)
Given this, I don't think it's a good idea to include gentoolkit in the base install. The install should be as rock-solid stable as possible, IMO.
I think a better idea would be to petition for the inclusion of qpkg and some of the other tools that have withstood the test of time in portage.
