I know about rc-status and rc-update, etc.

rc-status shows them in alphabetical order.

Is there a tool to show the order in which the services will actually be started, maybe some form of tree?

At least with oldnet (baselayout-1 or openrc with oldnet) this is impossible in principle, since e.g. when some interface comes up/down, it can start other services (which are not listed as deps). Of course, other scripts might use such mechanisms, too (although the standard scripts do not AFAIK).
