I want to convert dv file (captured from dv camcoder by kino) to mpeg file which can be played by DVD player.
I used kino for this with DVD-8.
But, the quality is not good.
And the YUV-deinterlace film-like option cannot be used because of error.
How can I get best quality when dv to mpeg?
I don't mind time for conversion.
Is there any script for this?

try avidemux.
With DV the quality of the result is fully dependent on the quality of deinterlacing. I had a camera once that automatically applied a level of deinterlacing, but that was not always sufficient. But further processing was hard to do.
avidemux has multiple deinterlacers/other filters to try and can definately output dvd compliant MPEG2 with a proper twopass encoding.

The problem does not concern transfer from dvd to anything, but the other way around. So dvdrip is quite useless.

dvdrip is a frontend to transcode and transcode allows convert not only dvd. But I'm not sure in this case, DV may require some additional processing. |

Yes, dvdrip is a frontend to transcode, but centered around dvd sources. Transcode itself is capable of doing this, but it is quite difficult to utilize IMHO. I once did my first dvd-ripping scripts (way back in the stone ages  ) by copying and editing the command lines that dvdrip uses.
I do have a script for converting video (regardless if DV or other source) to DVD compliant MPEG2. But the problem here is quality. So from the distance I would say it is a problem with interlacing and compression (MPEG is not good at compressing interlaced video). For trial and error avidemux is the right tool. When a proper deinterlacing/filter chain is found a script for mencoder or ffmpeg schould not be a problem.

Hmmm. I had a good script for doing this. You're quite right in that its a de-interlacing problem.
There are some command line parameters to pass to ffmpeg that solve the problem, but I can't remember what they are 
I'll see if I can find them.

They suggest several options, with this one looking quite good:
