Hello!
I have seen thise miniitx boards with atom processors on them for a very nice price!
Im goint to build a little music player from one / maybe even video if the atom processor can handle it.
If we look over just the music, would it be possible to not have any graphical installed on the machine, and control it via a web-interface? Maybe thats even possible for video? (VGA output to tv)
What programs/interfaces do exist for this stuff?

I'm not sure how good your programming is, but you may be able to roll your own by installing an Apache server + PHP.
Then design a website/administration panel. You can install madplay (or similiar) to play music from the shell. |

I am sure that means inventing the wheel once more. There are various media players which have an optional web interface. I've tried none of those (interfaces), but here is what a quick search gave me:
- media-video/vlc, which plays audio and video, can be build with a web interface if you enable USE flag httpd
- media-video/vdr, which is a full video disc recorder solution, has various plugins that might do what you want: www-misc/vdradmin-am is a webinterface, vdr-music is a music plugin
- IMHO nearest to what OP wants is www-apps/ampache:
