What you do is use the local zoning board.

Thats exactly what they have been doing. There are currently only 4 minarets in Switzerland as a result of this, but the fascists think even that is too many. Moreover, at least from the pics in the BBC article, the ones that do exist follow local architectural styles.

A Swiss-style minaret? Instead of some guy up there wailing to Allah, do they have the Ricola guy?

I'm not well-informed on Swiss politics. I know they have a right-wing party that was a major proponent of this legislation. Is that party actually fascist? Do they really have a substantial number of bonefide "fascists" in Switzerland?
