i have all my keys working in kde4 with individual apps like amarok, kaffeine, and smplayer. but this only works when the application is in focus.
i would like to be able control all the programs globally if possible i also like to keep amarok running in the system tray when watching videos. so if the priority can somehow be given to a program it would be nice but not necessary.

Using global shortcuts might be what you're looking for, but you'd have to assign different keys/keys combination for the same action in different apps. There's no way (at least now) to select the app that should respond to the global shortcut (you get a warning on the conflict if you assign the same key/combo to more than one app).

... and how can I assign a shortcut like:
when I push multimedia key "play" then amarok starts...
or world key starts browser.
With kde 3.5 I had shortcut assigned for every multimedia keys and
I can't find a solution for kde 4

you could try using kmenuedit, and setting the key you want in the shortcut settings.

Thank you very much... I missed completely kmenuedit in the upgrade to kd4!
