I'm planning to move my gentoo from one to another partition.

which are the correct steps to do?

1 - copy all the files from / (sdb2) to / (sda3)
2 - adjust grub

what about special files? (RT for example)

which command should i issue for copying correctly?

I think the best/easiast way is to boot with a live cd, mount the partitons, tar the whole partition, copy the tarball, untar and make the changes in /etc/fstab and /boot/grub/grub.conf
