Hello,
Is there a guide to installing tw_cli on gentoo - emerge -p tw_cli doesn't offer much insight.

hi!
just emerge tw_cli. actually its version 9.4.1.2 as marked stable in portage tree. then check the manual for usage of the commands:

if you want to use the latest version (9.5.1.1) take a look at this:
https://bugs.gentoo.org/show_bug.cgi?id=261009
http://www.gentoo-portage.com/sys-block/tw_cli
the latest version is marked unstable but the bug tracker entry tells us it seems to work. so if you want the latest version (e.g. performance monitor functions) you have to unmask it.
