post KDE 4.2 build - X will not start under normal user

Right after completing the KDE 4.2 emerge. I did my usual revdep-rebuild just to check for broken things, updated etc and env. Yadda yadda.

Now, for some odd reason, I cannot start X as a normal user. KDE 4.2 comes up to a blank screen with a single error bubble in the upper left of my screen that reads: "Unable to execute kstartupconfig4-File not found" or something to that effect.

I can run KDE 4.2 as root with out any problems using any number of Window Manager.

If someone has seen this or knows exactly what's going on - please help. If you need me to run something with debugging, let me know and I will do it.

This happened to me yesterday, and unfortunately I've been running down a checklist of things to fix, so I don't totally remember how I fixed it, but I found this and think I then changed the permissions of ~/.kde4
