no sure if this is still needed. I'm having a similar problem today, but in the past I have always appended my kernel line with doscsi.

Code:
kernel /boot/kernel-2.6.23-gentoo-r8 root=/dev/cciss/c0d0p3 doscsi

Do you need /boot in kernel line?

Now I installing a similar HP Server, I'm interesting on this, Can you post .config... please...

Another strange behavior of grub is that TAB auto-completions doesn't seem to work. Any ideas?

Thanks in advance
