So, how about non KDE/ arts users that dont want or need those dependencies??

unfortunetly this is a price that is needed to pay for 32bit support on a 64bit system.
iirc work is on its way to provide a more user-side compile for 32bit libs as opose to relying on pre-package, everything-enabled emul-linux-32bit from the dev's
