I cannot add bots to enemy-territory

Hi!

I would add some bots to my enemy-territory for being able to play also without network. I have follow the following instructions:

The problem is that, when I run "/exec addall" I only get:
"No navigation file loaded, unable to add bots"

Does anybody know what I am doing wrong?
