Do you mean when you start KDE or something, you want sound to be muted?
What do you mean by the "sound panel"? |

Your sound is probably being managed by ALSA which starts muted by default.
You might want to look at the "alsactl store" command which is provided by
the media-sound/alsa-utils package.
In my experience you set your sound levels to your desired levels with alsamixer
then store these settings with "alsactl store"
You can add the alsasound service to your default run level which will
restore your mixer settings on reboot.
