>>> starting rsync with rsync://cvs.gentoo.org/gentoo-x86-portage...
rsync: failed to connect to cvs.gentoo.org: Connection refused
rsync error: error in socket IO (code 10) at clientserver.c(97

Is it because of the Linksys router I'm behind? If so, how do I configure the router to connect?

There was an rsync change a long time ago... edit your /etc/make.conf's SYNC variable:

Code:
SYNC="rsync://rsync.gentoo.org/gentoo-portage"

You must be using a really old ISO or something, because that was many, many weeks ago...

Has anyone updated the ISO?
(I'm out of the loop in that respect, still using my original 1.1a ISO)

I'm pretty sure, because not many people have been complaining recently.

There's no need to download anything... The install doc is up to date:
http://www.gentoo.org/doc/en/build.xml#doc_chap10:
Quote:
Important: The address for the rsync server is currently rsync://rsync.gentoo.org/gentoo-portage. If you have trouble accessing Gentoo rsync, make sure you're using this address by setting it as the SYNC variable in your /etc/make.conf.

Besides, this fact has been announced here (https://forums.gentoo.org/viewforum.php?f=16) on May 8th, and a post about it was kept as sticky for several weeks...

It's just a matter of checking for updates in the documentation just as often as you do for software...
