a) i was just wondering about the amount of cameras in your make.conf but don't mind that

b) i've copied your PHP_TARGETS="php5-3" into my make.conf and wondered what it might do. thought it would set a default on php5.3 and prevent php updating to 5.4. right now i am doing this with package.mask but i don't really like it.

It's for PHP packages, not PHP itself. It instructs the PHP related ebuilds as to which major version of PHP it should build against.
