I did an upgrade to app-laptop/pbbuttonsd-0.7.9 (~ppc), to see if my suspend problem is concerned with that.
Now pbbuttonsd sets default display brightness to lowest after start eventhough I'm using my old pbbuttonsd.conf which has _________________ HP ZBook Power 15.6" G8 i7-11800H|HP EliteDesk 800G1 i7-4790|HP Compaq Pro 6300 i7-3770

* ATTENTION: The client interface has changed:
The following tags use values in percent now instead of the
device dependent physical value:
TAG_LCDBRIGHTNESS
TAG_KBDBRIGHTNESS
TAG_KBDONBRIGHTNESS
The following tags are deprecated and shouldn't be used any
longer:
TAG_LCDBRIGHTNESSMAX
TAG_KBDBRIGHTNESSMAX
Clients have to be adapted to this changes. It is recommended
to use new versions of GTKPbbuttons and PowerPrefs with this
release. |

No, it's not depreciated, that wasn't the important part :p. You need to read the other part of that where it says that now those values are given as a percentage instead of a value out of 15 (16?). So your 7 indicates that you want the initial brightness at 7%, which would explain why it's dim on startup.
