I edited net-misc/vde/vde-1.5.7.ebuild to include amd64 and "ebuild vde-1.5.7.ebuild digest" then "emerge vde" and got:

vde-1.5.7 is from October 23, 2004 and vde 1.5.11 is out but not in portage.

So the only think that is broken is portage it appears.

Does anyone have a working local ebuild for vde on AMD64 or should I write my own?

You could open a bug on Gentoo Bugzilla requesting the ebuild to be bumped, or you could also email the package maintainer directly. To find out who maintains a package, just look qat the metadata.xml file in the package directory in the portage tree - in this case
