what use flag with emerge i must use tu enable mb_detect_encoding function or mb_encode_mimeheader?

What PHP version and what ebuild version?

Edit: Never mind. If it's PHP5, then it's the nls USE flag, as per /usr/portage/eclass/php5-sapi-r1.eclass:

You need to enable the unicode USE flag for the mb_ functions.
