http://www.gentoo.org/dyn/use-index.xml

Just go down the list and type in what you need. You dont have to have a USE flag for absolutely everthing in your system. Most packages dont use very many flags anyways.

Personally take 5 minutes to go through the list and everything you need.
Compiling time with streamlined useflags will be faster then with a lot of unnecessairy useflags.

the other way to just just add the -av flags onto every emerge (eg. emerge -av <package>) that will tell you what use flags are available for each package you want to install, then, if theres a useflag you want or think you need to enable something, add it to make.conf or package.use and go again, it takes a bit longer than just blindly setting every flag, or setting none, but you end up with a system that does what you want, and probably you will have learnt a bit about linux/gentoo/your system on the way :)
