Ebuild group?

Is there a group of people who take the time to put together ebuilds for requested programs/smaller programs? I noticed on the developers list there's only one person that has 'ebuild' listed next to their name (so I assume that everything else is done package by package by the maintainers or from random submissions). I've seen a lot of people roll their own ebuilds and submit them, but maybe it wouldn't be a bad idea to get a small organized group together to do a little ebuildin'... just a thought. Maybe it would be less efficent. I dunno. Thoughts?
