who is package.match and why is he blocking Gnome 2.0? WHile we are on the topic of upgrading: is there any reason an existing Gentoo User should upgrade to 1.3 will an emerge-world do it for you.

I think you mean package.mask not package.match.
This file, which is located in /usr/portage/profiles, is used to mask ebuilds not ready for prome time usage and provided for users wishing to test them.

Each masked package usually has a comment in the file for the reason of masking.

This is a part of package.mask on my machine:

Since gnome2 is not released yet and not tested it is masked. if you wish to test/use it you need to unmask it.

Edit package.mask and comment out everything under gnome2 (or only the ebuilds you wish to use).

1.3 is not released yet, and differs from 1.1x and 1.2 by being purely gcc3.1 system (while 1.1a and 1.2 are 2.95.3).

This is provided only for test and things will break with it. This is for users willing to test it and report problems and bugs.

It is not ready for normal usage. And IMHO I don't think that a system based on 1.1x/1.2 upgraded with rsync will bring you to 1.3 since everything needs to be recompiled (If I'm wrong please correct).
