Внимательно прочитав /etc/conf.d/net.example прозрение так и не пришло.

Мне нужно прописать в /etc/conf.d/net то, что в командной строке выглядит так

echo 200 DialIn >> /etc/iproute2/rt_tables
ip rule add from 192.168.1.214 table DialIn
ip route add default via 192.168.1.1 dev eth1 table DialIn
ip route flush cache

В /etc/conf.d/local.start это писать надо, а не в conf.d/net
