It looks like ftp.openbsd.org is down or broke, is there another site that can be used. :(

If so, is the only place I need to make changes in the ebuild file under net-misc/openssh :?:

In most cases, yes. If you cannot get into ftp.opensd.org then visit www.openbsd.org for a comprehensive list of mirror sites. You can opt to leave the ebuild script alone, just manually download the relevant file into /usr/portage/distfiles before emerging. Portage supports specification of mirror sites as well, see Tips'n'Tricks.
