[forums-announce] Forums upgraded

I've just upgraded the forums, the following changes have been made:

• Flood control will no longer be used if you're editing a post
  
• You can no longer use the forums if whilst using Tor
  
• links to the foums
  • Allow sites beggining with forums or bugs to be linked to directly without the need for adding the protocol first, i.e. no need to use http:// just forums.gentoo.org or bugs.gentoo.org will work
    
  • links starting with '/' within url tags wil be relative to the document root

    • Produces:
      • /viewtopic-t-525.html

  • Added the [post] and [topic] bbcode tags

    Code:

    • Produces:
      • post 12345
