can't emerege licq

Hi
guyz im having problem emerging licq.when every i try to emerge licq ,it start to emerge licq-1.2.7 not the licq-1.3.0 ive downloaded the latest one from licq site and put it into /usr/portage/distfiles .does any one know how to get that updated one from portage.your kind response will be helpful for me
