emerge gaim fails even with gtk2 in USE

ok I tried putting gtk2 in USE and I also added nls, perl, esd, and arts but gimp will not emerge no matter what I do. any ideas? or any more info I can provide? thanks to anyone who can help.

tried that, got the same error. I've tried all the combos of gtk and gtk2 in USE, but still get the same thing. any other ideas? maybe a variable I'm not thinking of?

I used these to compile gaim:

still nothing, no change. hmmmmm. this is a new install, so I dunno if I screwed something but everything else (mostly) seems fine. not the first time I installed Gentoo though, and I used stage3 so problems should be at a minimum. any other ideas?

AHA!! Today I found something! Look at what happens when I try to 'emerge baselayout':

Notice how both emerges, gaim and baselayout, interrupt on the same task involving the libintl.h file. I tried 'emerge gettext' but it's not that simple. I'm at the limits of my working knowledge, but maybe someone else will be able to help? I DO have gawk-3.1.1-r1 installed.
