i untarred the stage3 tarball wich has the portage tree but im a bit curious as to how to install an ebuild? i tried ebuild file.ebuild merge but it downloads from the internet any ideas?

Well, the thing is an ebuild isn't anything binary. it's just a text file with a bunch of "instructions" inside of it as to how the application coresponds to the system, what it's dependencies are, etc...

Also, where the application survives at.

So, no... theres no way to do it without having a net connection. Not unless you download it first somewhere else.

Or you could get the source tarball off a magazine cover CD say, and pop it into /usr/portage/distfiles before emerging as usual. But it must be exactly the right version and in the expected format of course (.tar.gz .tar.bz2) ... plus you will need any extra patches/dependencies according to the ebuild script. So yes, Gentoo really needs a healthy Internet connection and a modicum of patience. Do check out the -b function of emerge though (man emerge).
