For those that are interested, I've come up with a patch to make the number of tty devices in /dev user configurable. If anyone want to test this patch, it is available at http://www.public.iastate.edu/~jpcox/config_tty_devices.patch.bz2
It makes it an option under Device Drivers --> Character Devices.
The lower limit is 11, anything less than that, it defaults back to 63. Remember, it's the number you enter +1 (0 is a number). I'm currently running with 12 tty devices in /dev and everything is working properly. To use this patch:

cd /usr/src/linux
bzip2 -dc /path/to/patch | patch -p1
make menuconfig
make && make modules_install
