The error message given to you by the SGI Prom more or less tells you what is wrong -- It's unable to find the file to netboot on your windows-based TFTP server. You'll want to tweak the setup on this tftp server so that it can send the appropriate file to the Indy. As I have no experience in Windiws TFTP servers, this is all I can recommend right now.
