Is CONFIG_GENTOO_LINUX_INIT_SYSTEMD = y needed for some or all of systemd-utils to function? Or elogind? |

That kernel setting is a Gentoo addition to ensure that systems using sys-apps/systemd as the init process (pid 1) will have all the required functionality expected by systemd-init and supporting tools in the kernel.
It is not necessarily required for any package. A user could also set that to disabled but know all the kernel knobs necessary for systemd-init as well. |

systemd-utils is split of systemd utilities for openrc users, so it should not need anything enabled in the kernel.
